The information on the packaging comes from the Consumer Product Safety Commission's Home Playground Equipment Standard and Outdoor Home Playground Safety Manual, which states: "One of the most important things you can do to reduce the likelihood of serious head injuries is to install a protective, shock-absorbing surface under and around your play equipment. The recommended surface should be an engineered fiber (EWF) or shredded/recycled rubber underlayment, with a minimum depth of 9 inches (229 mm), or an equivalent surface certified for a maximum drop height of 8 feet (2.5 m)." Grass installation is best when combined with the recommended protective surface.
